This is a mash-up of the old-school Hard Rock Cafe logo (used without permission) and the Seal of Rassilon from Doctor Who, again, used without permission. Given it's an attempt at art, and no money's being made from this image, I believe it falls under the Fair Use thingy.
It's just a bit of a joke inspired by a t-shirt once worn by Peter Davison that made a similar joke, only I took it a step further and put the Seal on in there instead of the traditional simple circle the actual HRC logos sport. It was a hard Photoshop job to get the layers done correctly, but I rather like it. Just for reference, the word Gallifrey is done in one of the two main Babylon 5 fonts.
