This is an inked picture of Alistaire Stuart, a supporting character from the original run of Excalibur. It's derived from the best Excalibur artist ever, Alan Davis, in a late-Davis-era image of Alistaire rather upset about his sister Alysande's pending court martial.
Alistaire Stuart is, of course, a blatant rip-off of Alistair Gordon Lethbridge-Stewart, a character from Doctor Who... with his sister Alysande being a 'brigadier' in the Weird Happenings Organization (WHO), a group that pretty much did the same thing as Doctor Who's UNIT.
Of course, Chris Claremont, Alistaire and Alysande's creator, has long-since been an admitted Whovian, sneaking Whovian references in many of his comic books. So's Alan Davis himself, I'm told. In fact, Davis has done covers for various Marvel UK imprints that featured the Doctor, and there was a Dalek in an early issue of Excalibur in a background shot.
